I recall reading that Jeb had some personal stuff he was dealing with or something at the time, but that's probably m dodgy memory. Maybe they thought Gore was a shoe-in so gave Dubbya the chance on the grounds he'd likely lose, making way for Jeb next time?
No one could have predicted Gore would be that bad a candidate.

I am still mystified as to why W was chosen ahead of Jeb in the first place.
